Romualdi became the Latin American representative of the American Federation of Labor and Inter-American Representative of the AFL-CIO.  In 1961 he assumed a leading role in the formation of the American Institute for Free Labor Development, which promoted the development of democratic labor unions in Latin America.  These efforts were supported by the US Department of State.  The correspondence included in this collection documents his views and efforts in a variety of Latin American countries.
