Using the Google site search to search Government sources in other countries.
Although this might change in the future, as of this writing, researchers can still use the Google "site" search to limit their search to government websites.
Sample searches:
- prisons and site:.government.se
- police and site:.regjeringen.no
- policing and site:.bundesregierung.de
Note: I did some preliminary searching to identify the government urls. In addition, it's possible that the search results will be different, or better, if a search is done in the language of the country you are searching.

In Proquest Congressional, select the Advanced Search:
Unselect all, and select only Congressional Record Bound edition. There are options in the search pull-down menus to search by subject, bills or laws, Member of Congress, section, and roll-call votes.
Use the facets on the left to restrict by date.
