Combine key words and phrases

Start with a broad search, using just one, or a few, terms.

If you retrieve a large number of results, add terms to narrow.

Fewer terms = broader search (casting your net, widely)

More terms = narrows the search.

Use quotation marks around phrases.

surveillance AND citizens AND "united states"
